the ensuing 3 months, with a progressige decrease of 300,000 for every succeeding period of 3 months, until at the end of 10 periods, or 30 months in all, the consumption of the drug would be altogether extinguished. For the first 3 months the tax would be levied at the rate of 50 cents per tael weight of prepared opium, rising by increments of 25 cents for every period of 3 months until by the 5th. period the tax reached $1.50 per tasl weight. For the 6th, and following periods the tax would be levied at the rates of $2., $2.50, $3, xxt $4, and $5 respectively per Tael weight, the total consumption being thus 16,500,000 taels weight of prepared drug, and the total revenue derived therefrom amounting to $23,850,000.

Whether this scheme is merely a draft proposal, and whether it has been approved or not, does not appear, but it seam/probable that if the present tax of 30 cents per tael weight is allowed to be enforced it will not be long before an increased tariff, possibly on the lines suggest- -ed, is brought into general operation.
